The Consulate, also referred to as the Istani Consulate, appears to be the seat of power of the Istani government. Affairs related to matters of state and security are conducted here, including public hearings and tribunals. Elder Suhl is currently the appointed leader of Istan's Council of Elders and Assistant Hahnna assists him in managing day-to-day affairs.

This is a small enclosed location where several primary quests take place.

Getting there
From Kamadan, the eastern exit (leading into a building) between the Plains of Jarin exit and the Sun Docks exit leads here. Entering from Consulate Docks is also possible although you first have to unlock that outpost.

Exits
*Consulate Docks (east, by talking to Assistant Hahnna but only during the quest the Time is Nigh)
*Kamadan, Jewel of Istan (west)

Notes
*The quest-only location known as the Tribunal appears as a replica of this location. That area is only accessible during Trial by Fire.

Trivia
*With a total 396.5 pixels—the smallest data currently known—Consulate is both the single smallest explorable area in Nightfall and the smallest across the entirety of Guild Wars.
*Exploration of this area provides 0.007% toward the Elonian Cartographer title.
