Mountain chains in Cantha which were not previously open to exploration could be made to resemnble the Tibetan Highlands, or a region of the Utopia continent could be made to resemble the Andes with an Incan culture inhabiting it. Both are good candidates. I just think its a good alternative to a floating city in the sky, though that could still be an option.
