It should be a purchasable item from skill trainers and it would cost the same price every time. When you activate your new custom skill slot, a window would pop up. You would have 50 points to spend on your new skill; these points could decrease energy, recharge time, activation time, add power, regeneration effects, etc. to your new skill. You would only be able to have 3 of these skills on your skillbar at a time to prevent excessive traits (ie. + 200 armor or +20 health regeneration).
