This skill needed a different nerf

Issue

Just increasing recharge will not fully eliminate problems with Arcane Echo and 40/40 sets.

Suggestion

Same as above. Zero recharge, disable for 10 seconds. This isn't recharge, so it cannot be decreased. It also disables all copies of the skill made by Arcane Echo.
