Farming

The quest Breaking the Broken features several waves of creatures that drop these. Once all waves are complete, simply abandon the quest and repeat.

Even without the abovementioned quest Nightfallen Jahai is a possible farming spot, especially for solo builds.

Gate of Madness is a third possible location, but requires getting through at least group of Margonites.
