Issue
Making temporary updates to balance GvG.
Suggestion
It's been said in many forums and talk pages how the redundant skills from NF and Factions 'ruined the game'. And made balancing the game a 'nightmare'. Why not just take those 'redundant' skills (think: Lifebane Strike and Shadow Strike), make one PvE only, and the other one PvP only. That way you can make changes to one to improve/balance PvE and the other to improve/balance PvP. This way the impact of a change to one will not adversely effect the other. So you could give Word of Healing a big BUFF, as an example, and not make some Monk Bosses in PvE overpowered. Or, buff up a Sin Skill for use in PvE without making Assassin's Gods in PvP. You can also make some skills usable in both PvE and PvP. The only problem of course is some classes like Sins, Ritualists, Dervishes, and Paragons don't have redundant skills like the core professions. I am aware there is some talk of this being made possible in GW2 with some sort of 'system' but it seems to me that if the redundant skills made balancing the game nearly impossible, that seperating them in some way a better way than nerfing everything.
