The Elemental Keystone is a bundle dropped by selected foes in Forsaken Tunnels and Tunnels of the Forsaken. When carried near the associated crystal wall, it will cause it to collapse, opening the way to the rest of the dungeon.
In Tunnels of the Forsaken, it opens the way to the 2nd floor portal.
In Forsaken Tunnels, it opens the way to the 3rd floor portal, as well as the two areas where the boss Maz escapes during the final fight.
